Creating export pre-sets
It is possible in Premiere Elements to export video to a variety of file types, including MPEG1, MPEG2, QuickTime and Windows Media. While some presets are already defined, you can also create your own custom presets.
From the File menu, select Export and then the file output file type (MPEG means MPEG1 or MPEG2).
Then choose an existing preset from the window that appears and click the Advanced button.
In the Export Settings window that appears, adjust the settings to meet your specific needs. Note that there are tabs for video and audio.
Video settings
In the Video tab, you can change the frame size, frame rate, and field order. For best playback on a computer, set Field order to None (Progressive), rather than Interlaced, as Interlaced may leave horizontal lines on some frames.
Under Bitrate Settings, changing the bitrate by moving the slider will directly impact quality and file size. The higher the bitrate, the larger the file size but the better the quality. Some trial and error is required here, so experiment on a small clip to get the quality level you require. For QuickTime, for example, a value around 60,000 produces good results.

Audio settings
In the Audio tab you can adjust audio codecs as well as basic audio settings such as output channels, sample sizes and frequency.
To remove the tinny, hollow sound which sometimes occurs in QuickTime QDesign Music 2, one suggestion is to change the audio codec to 16 bit or 24-bit Integer. This is particularly useful if you are producing an intermediate file, that you will transcode with another tool.

Saving custom presets
Save any changes you make by clicking the Save button. Name the custom preset, which will then appear in the list of presets under Custom.
