You can download the latest version of PC Suite from: http://www.nokia.com/support/phones/7250i/ under Software.

To install PC Suite 5.16, run the setup exe for PC Suite 5.16.

If you want to use a cable, you will have to connect your phone to your PC via the cable during the installation process.
